Phelps was born on the 30th of June in 1985 in Baltimore, Maryland, to Michael Fred Phelps and Deborah Sue Phelps. His initial name was Michael Fred Phelps II. Then he was brought up in Rodgers Forge near Towson. He got his educational qualifications from Rodgers Forge Elementary, Dumbarton Middle School, and Towson High School.
His father is a retired Maryland State Trooper, and his mother is a principal at the middle school. He had two siblings and was the youngest among them. Phelps has a mixed descent of English, German, Irish, Welsh, and Scottish. His parents were divorced and got remarried in 2000.

June 13, 2016, Phelps dated the former Miss California USA, Nicole Johnson. Their marriage was a secret and not reported to the public for four months. Both the couples have three children, Boomer Robert Phelps (2016), Beckett Richard Phelps (2018), and Maverick Nicolas Phelps (2019).
Now, Phelps volunteers with the Arizona State Sun Devils as a coach. He is also the former coach of Bowman. In some of his interviews, Phelps disclosed that he has been suffering from ADHD and depression. He also said that after competing at the 2012 Olympics, he tried to attempt suicide. In 2017, he joined the group of Medibio that focused on the diagnosis of mental health disorders.
